The Immigrant
Investor Program, also known as “EB-5,” was created by Congress
in 1990 to stimulate the U.S. economy through job creation and
capital investment by immigrant investors by creating a new
commercial enterprise or investing in a troubled business. In
exchange, high net worth overseas investors get an available and
expedient green card alternative. The result: More than $2
billion has been invested into American enterprises through EB-5
over the past four years, tens of thousands of American jobs
have been created.
To date, over 190 EB-5 regional
centers have been designated by the U.S. government and many
more local commercial real estate developers and economic
development agencies are actively seeking alternative capital to
fund its projects.
"China's Private Wealth Report 2011" issued by China Merchants
Bank shows that Chinese interests in overseas real estate and
immigration are getting stronger. The report also indicates that
about 27% Chinese billionaires have involved in emigration
investment.
